Utter Sugh's dismissal I have further considered and arrived at the conclusion that the punishment of dismissal is too severe a penalty for the one money-lending transaction in which he appears to have been engaged, & I am of opinion that his alleged complicity in the Gambling Scandals cannot be taken into consideration in this connection, it was not the cause of his punishment & was not brought forward until eleven months after he had been dismissed.
I have therefore decided that although Utter Sugh cannot be reemployed in the Police Force he should be awarded a reduced Pension from the date of his dismissal. I gather that the Pension which might have been awarded to him had he retired on Medical Certificate would have been roughly speaking
